What exactly do you mean: are they using the inhaler at appropriate times or are you talking about the technical aspects of how they give themselves a puff? The first question could be answered by having them keep a log, including things like symptoms, triggers, peak flow values, how many puffs, results of the dose. The obvious answer to the second one is to watch them use their inhalers.
Are you wanting to evaluate the efficiency of the meds to prevent attacks, or the quality of administration of the meds? There are methods for either. Feel free to email me & I’ll help if I can.
